What it is:
The Official Community Plan (OCP) is Oak Bay’s long-term vision and guiding document for growth, land use, housing, transportation, parks, and climate action. It helps inform Council decisions and reflects the community’s shared priorities and aspirations.Why it matters:
The OCP shapes the future of Oak Bay, how neighbourhoods evolve, where housing and services are located, and how we balance heritage, sustainability, and livability.Current status:
Oak Bay’s OCP is currently under revision in response to regulation imposed by the Province of British Columbia and its Bill 44. The province has provided The District with a deadline of December 31, 2025 to complete the revision.Key documents:

What it is:
Bill 44 is provincial legislation that changes how local governments plan for and approve new housing. It requires municipalities to update zoning bylaws and plan for increased densification to meet provincial housing targets.Why it matters:
Bill 44 directly influences Oak Bay’s housing policies and future neighbourhood planning and forces the revised OCP by December 31, 2025 to accommodate for 3,761 new homes across 20 years.Key documents:

What it is:
The Active Transportation Strategy outlines Oak Bay’s approach to how people move around Oak Bay, whether it be walking, cycling, rolling, and transit. The current Active Transportation Strategy is centred around increasing cycling opportunities through the District.Why it matters:
Transportation planning affects how people connect to schools, shops, green spaces, and each other, as well as how people can safely access their homes and age in place. Enhancing safety, accessibility, and sustainability in everyday travel supports both environmental and community well-being, and must be looked at from an inclusive lens of all modes of transportation.Key documents:

What it is:
The Oak Bay Public Engagement Framework (2025) is a formal policy adopted by District of Oak Bay to guide when, how and why the municipality engages residents and stakeholders for input on key decisions, projects, and priorities.Why it matters:
It establishes transparent, consistent and inclusive procedures for public engagement — helping ensure community voices are heard and considered in municipal decision-making. By standardizing engagement processes, the framework helps build trust, improves decision quality, and ensures that diverse perspectives and stakeholders are consulted for projects affecting Oak Bay’s future.Key documents:
